Research, Data & Policy Advocacy

Evidence-Based Advocacy for Systemic Change

NATUG serves as a reliable source of information on rental housing, conducting rigorous research, monitoring market trends, and generating evidence to shape policy and advocacy efforts. Our research unit collects and analyzes rental data to inform legislative reform and public discourse.

Key Advocacy Priorities 2026-2029

Dispute Resolution & Access to Justice

Affordable, Accessible Alternative Dispute Resolution

NATUG offers neutral, affordable, and accessible landlord-tenant mediation, negotiation support, and arbitration services to reduce conflict and prevent unnecessary evictions. Our ADR approach resolves disputes faster and more cost-effectively than litigation, preserving relationships where possible while protecting tenant rights.

Case Intake & Assessment

Tenant contacts NATUG helpline or visits regional office to report dispute. Trained advisor assesses urgency, documents details, and determines appropriate resolution pathway.

Referral or Direct Mediation

Complex cases referred to Rent Control Department or legal aid partners. Standard disputes proceed to NATUG-facilitated mediation with trained volunteer mediators.

Neutral Facilitation

Impartial mediator guides landlord and tenant through structured dialogue, exploring interests, clarifying legal rights, and developing mutually acceptable solutions.

Agreement & Follow-up

Successful mediation produces written agreement signed by both parties. NATUG monitors compliance and provides support for implementation and enforcement.
